Alongside dramatic population growth, many countries have seen rapid development, and climate change has accelerated droughts, floods and other water-related crises.\u00a0<\/span><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit; color: inherit\">The <a href=\"https:\/\/www.unwater.org\/news\/themes-set-un-2023-water-conference\" target=\"_blank\" rel=\"noopener\">themes<\/a> of this conference <\/span><span style=\"background-color: rgba(0, 0, 0, 0); font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit; color: inherit\">\u2014 health, climate, biodiversity and sustainable development\u00a0\u2014\u00a0<\/span><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit; color: inherit\">reflect the fact that water is connected to the big challenges of our time. This is an opportunity to focus on that nexus and amplify the voices of communities that are bearing the brunt of the crisis.<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong>The U.N. estimates that <a href=\"https:\/\/www.resourcepanel.org\/reports\/options-decoupling-economic-growth-water-use-and-water-pollution\" target=\"_blank\" rel=\"noopener\">by 2030<\/a>, demand for fresh water will be 40 percent greater than supply. How did we get here?\u00a0<\/strong><\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong\/><\/span><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong>DV:<\/strong> Water is a finite resource \u2014 <a href=\"https:\/\/www.usgs.gov\/special-topics\/water-science-school\/science\/where-earths-water\" target=\"_blank\" rel=\"noopener\">less than 3 percent<\/a> of the water on the planet is fresh and the majority of that is locked away in glaciers and ice caps or buried deep in the soil. That leaves only about <a href=\"https:\/\/www.usgs.gov\/special-topics\/water-science-school\/science\/where-earths-water\" target=\"_blank\" rel=\"noopener\">1.2 percent available<\/a>, mostly from rivers, lakes and streams. But rapid population growth combined with poor water management decisions have pushed these ecosystems to the brink, with major consequences for people and nature.\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\">As urban areas have expanded, we\u2019ve gotten very good at engineering freshwater ecosystems to fit our needs, but in many cases we\u2019ve gone too far. Results range from <a href=\"https:\/\/www.nationalgeographic.com\/science\/article\/groundwater-pumping-killing-rivers-streams\" target=\"_blank\" rel=\"noopener\">extracting too much water<\/a> from rivers, to creating \u2018<a href=\"https:\/\/oceanservice.noaa.gov\/facts\/deadzone.html\" target=\"_blank\" rel=\"noopener\">dead zones<\/a>\u2019 from agricultural waste, to destroying <a href=\"https:\/\/unfccc.int\/news\/wetlands-disappearing-three-times-faster-than-forests\" target=\"_blank\" rel=\"noopener\">a third<\/a> of the world\u2019s wetlands since 1970.\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\">Fish, mollusks and other freshwater species have declined by 84 percent <a href=\"https:\/\/wires.onlinelibrary.wiley.com\/doi\/full\/10.1002\/wat2.1633\" target=\"_blank\" rel=\"noopener\">since then<\/a>\u00a0\u2014 that\u2019s twice the rate of land or marine animals.\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\">And because freshwater ecosystems are relatively small \u2014 at least compared to oceans \u2014 any disruption can have an outsized, and lasting, impact. Climate change will only put more pressure on freshwater ecosystems.<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit; color: inherit\"><strong>How will climate change make it worse?<\/strong><\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit; color: inherit\"><strong\/><\/span><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong>DV:<\/strong> Just look at the news. Climate change is <a href=\"https:\/\/www.pbs.org\/newshour\/science\/scientists-confirm-global-floods-and-droughts-worsened-by-climate-change\" target=\"_blank\" rel=\"noopener\">transforming weather patterns<\/a> and rainfall levels around the world. The <a href=\"https:\/\/www.weforum.org\/agenda\/2022\/09\/western-america-megadrought-climate-change-weather-affects\/#:~:text=A%20megadrought%20in%20the%20American,past%20two%20decades%20or%20so.\" target=\"_blank\" rel=\"noopener\">American West<\/a> is facing the most extreme \u2018megadrought\u2019 in the last <a href=\"https:\/\/www.college.ucla.edu\/2022\/02\/14\/megadrought-in-southwestern-north-america-is-regions-driest-in-at-least-1200-years\/\" target=\"_blank\" rel=\"noopener\">1,200 years<\/a>, while in East Africa <a href=\"https:\/\/www.migrationpolicy.org\/article\/east-africa-drought-food-insecurity-refugees\" target=\"_blank\" rel=\"noopener\">six consecutive failed rains<\/a> are driving migrations and <a href=\"https:\/\/www.worldbank.org\/en\/news\/feature\/2022\/10\/17\/what-you-need-to-know-about-food-security-and-climate-change\" target=\"_blank\" rel=\"noopener\">food insecurity<\/a>. At the other end of the spectrum, the intensity of extreme floods, like what we\u2019ve seen in <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/21\/un-says-10-million-without-safe-water-in-flood-affected-pakistan\" target=\"_blank\" rel=\"noopener\">Pakistan<\/a>, the <a href=\"https:\/\/www.bbc.com\/news\/uk-64253800\" target=\"_blank\" rel=\"noopener\">United Kingdom<\/a> and other countries, has also increased in the last <a href=\"https:\/\/apnews.com\/article\/drought-rainfall-climate-change-flooding-satellite-51ba64f58528e5db93e846765b2da9f3\" target=\"_blank\" rel=\"noopener\">20 years<\/a>.<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\">Water managers have been slow to recognize that historic rainfall data is becoming <a href=\"https:\/\/www.eenews.net\/articles\/climate-change-overtakes-archaic-noaa-rain-records\/\" target=\"_blank\" rel=\"noopener\">increasingly outdated<\/a>; past records are no longer reliable predictors of the future. This is a wakeup call: Our water management systems are not set up to handle the variability and uncertainty of climate change.\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\">To become more resilient, we need to protect freshwater ecosystems and prioritize engagement with local communities that are vulnerable to water threats. Traditionally, water management has been dominated by infrastructure like dams, seawalls and water treatment plants. We need to pivot from an overreliance on engineering, which has transformed \u2014 if not destroyed \u2014 many ecosystems, to solutions that work with <a href=\"https:\/\/www.conservation.org\/projects\/harnessing-the-power-of-nature-for-water-security\">nature<\/a> to protect freshwater resources and <a href=\"https:\/\/www.conservation.org\/projects\/green-gray-infrastructure\">provide buffers<\/a> against the effects of climate change, like flooding and drought.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong\/><\/span><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong>It sounds like you\u2019re saying there isn\u2019t a one-size-fits-all approach to addressing the water crisis.<\/strong><\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong\/><\/span><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong>DV: <\/strong>Correct. That\u2019s because the water crisis is a global problem that needs local solutions. Everyone relies on freshwater \u2014 yet access and quality can vary dramatically. Decisions about how to manage watersheds must take into account their specific characteristics and the demands of the people and businesses living within it. Acting locally to address water issues is a far more effective conservation strategy than setting broad global targets, such as those designed to prevent climate change.\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\">For example, companies that want to offset their water usage by \u201creplenishing\u201d that amount can\u2019t simply tally up their consumption and invest in projects anywhere in the world. They need to engage in the watersheds where they are consuming water, directly or through their supply chain, and this begins with understanding the local challenges and working with other stakeholders to design lasting solutions. For example, a water-saving project may not be useful if issues like pollution or flooding are more pertinent.\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong>What needs to happen next?<\/strong><\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong\/><\/span><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong>DV: <\/strong>We need collective action \u2014 and that requires partnerships across communities, government agencies, conservation and grassroot organizations, businesses and more. These groups tend to be siloed; anything that brings them together \u2014 whether that\u2019s businesses partnering with conservation organizations to improve their supply chains, or grassroot organizations partnering with city governments to inspire behavior change \u2014 is going to have a bigger impact than acting alone.\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"\/><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\">For example, an effort called the <a href=\"https:\/\/sdgs.un.org\/partnerships\/action-support-un-freshwater-challenge\" target=\"_blank\" rel=\"noopener\">Freshwater Challenge<\/a> will be launched at the U.N. Water Conference to bring together eight countries that are committing to restore 300,000 kilometers (186,000 miles) of river and 350 million hectares (865 million acres) of inland waters by 2030. Conservation International has committed to the challenge; we\u2019ll help participating countries identify freshwater ecosystem restoration priorities that are essential for supporting biodiversity, adapting to climate change and reducing the risk of water-related disasters. We\u2019ll also support data gathering through tools like the <a href=\"https:\/\/www.conservation.org\/projects\/freshwater-health-index\">Freshwater Health Index<\/a>, which helps governments, communities and businesses better analyze the benefits and risks of human activities \u2014 such as developing dams or increasing agriculture \u2014 before making big water-related decisions.\u00a0<\/span><\/p>\n<p><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong\/><\/span><span style=\"background-color: initial; font-size: inherit; text-align: inherit; text-transform: inherit; white-space: inherit; word-spacing: normal; font-family: inherit\"><strong>Further reading:\u00a0<\/strong><\/span><\/p>\n<p><em>Mary Kate McCoy is a staff writer at Conservation International.
